Personality:
Childish is a word that describes Cirno to a T. It is one trait all fairies in the land have but Cirno seems to take it too far at times. She has the tendency of running around and attacking others at random, declaring, "I'm the Strongest!" Most of these attempts get her into trouble and defeated. She has only once actually challenged someone who was more powerful then herself and won, but even that was at a low level. But with her naive mind, she took it as a complete victory and went home to rest afterwards.
She is not quite the smartest in the land of Gensokyo. One way to distract her from what she was doing is to ask her a riddle. She will stop what she is doing just to try and figure it out. She knows basic math, addition, subtraction, division and multiplication but anything more complicated then that, she will just take a wild guess at it. She can read a bit, mostly elementary school level books but she generally will not understand what she has read afterwards. It can be thought she can learn but she is usually too distracted to sit down and learn.
Curiosity killed the fairy instead of the cat when it comes to Cirno. It gets her into trouble or into interesting situations most of the time. Any time she's been in a protagonist role, it has been caused by her poking her nose into the strange happenings going on around Gensokyo. This doesn't always come out with her on top, usually ending in defeat instead. If she's challenging others, playing a prank or just going somewhere dangerous, she's gotten curious about something or has been tricked into it.
Just like other fairies, Cirno loves to go and pull pranks on anyone she can, which leads her into trouble and most of her fights. Pranks pulled on her usually leads to her finding the person responsible and trying to fight them, Given the fact that her temper seems to get the better of her most of the time when faced with the situation. Unlike other fairies though, Cirno is a complete rough and tumble tomboy. Down in the dirt, fights always imminent and not afraid to get dirty or bloody, whichever the situation is called for.
She can be arrogant for the most part, loudly claiming she's the strongest and wanting to prove it. She's always going out of her way to hit up the stronger players in Gensokyo to play Danmaku. ('Games' consisting of two sides, one creating beautiful energy bullet patterns and the other attempting to dodge them and land a hit on the other.) These end up with her losing for the most part, but there are times she manages to win. Those times are either due to getting help from unknown sources (Hidden Star in Four Seasons), someone dumbing down their attacks to not kill her (Fairy Wars) or they are other fairies (Fairy Wars). There are a few times this isn't the case (Phantasmagoria of Flower View and Hisoutensoku) with luck being on her side.
There is a side that is hard to see as all her boasting and arrogance can hide - she's a very friendly fairy and willing to make things work. As long as one can get past everything she presents outwardly, they will find that she will stick with them as best as a fairy of ice can. She's loyal and willing to work hard to make someone proud and stick with her for something she strives for if circumstances arise to bring that desire to the surface.
Under all of that, Cirno is a sweet and kind girl if given the chance. She overshadows it with the stronger points of her personality or with the things going on around her. She does tend to get swept up into the excitement and will fall back into her loud and brash nature to deal with the excitement. If you can get her away from the excitement or people she just does not like, she can show a completely different side of herself.
